In order to select the best location, you need to consider many factors but the most important one is how to run the business. That is where is your market and where is your suppliers?

Nelson is right. You will not have the ‘exact cost’ until you decided where the plant is going to be set up.

For example, if you set up your plant in Hong Kong, there will be less formalities and expense in registered a factory; but then your renting cost will be very high.

If you are setting up plant in remote area, the set up cost may be lower. But you may have problem in logistics.

So the best location depends on many variables. If you are serious in setting up a plant, better sit down with a consultant to go through your plan; so to consider as much angles as possible before final decision.

May be you can check for information about Yiwu(义乌, Jinhua (金华) (Zhejiang) and surrounding vicinity. But you will need local partner to help you out, or else it is too risk to try to set up and run the factory by yourself.
